Possible Permission System Bug - v5.6.3.2

Hy Guys,
I have enabled some page permissions for a user belonging to a particular group but excluded the entire group from those permission (screenshot attached) but it did not work.
As an example, I enabled "View Page in SiteMap" and some other page properties (see attachment) permission for user (Dan) and excluded/disabled for group "Editor". User "Dan" being part of "Editor" group.
When I login as "Dan", the page did not show up in Sitemap, only Home (default) page. Permission "View Page in SiteMap" for Home page is set to allow Editor & Admin group user (see attachment).
May be that's the intended behaviour or a bug or am I not doing it correctly, I am not sure, can somebuddy enlighten me.
