problems editing a block

when i click it it highlights (turns grey but the menu does not appear. I is only the auto nav block on the page

I have used the
<?php  if ($c->isEditMode()) { ?>
  <div style="min-height: 280px">
    <?php  } ?>
    stuff
    <?php  if ($c->isEditMode()) { ?>
  </div>
  <?php  } ?>

to add space around the divs in case i had over lapping layers - but no joy...

any suggestions?
