Problems with updating data on site

We are having problems with one of our concrete5 websites which we have never come across before.
Background:
Our c5 site was initially setup on one server, we then had to change the server location of the site due to alternative reasons. In this update the client has now had issues in updating there concrete5 site.
Problem:
The issue seems to be in that change over when the client updates the website it does not go live. They edit and publish the page live, the user can see the update on the site within there office environment. However anyone else external to there office cannot see the change. attached is an image of the update they have performed and can see internally.
As you can imagine it is frustrating for the client as they cannot edit the site in their office's. Has anyone experienced this problem before, or know of a solution to this? it is strange as the data is being saved somewhere but it is not appearing on our database.

- Permissions (What are the permissions on the page, on updates etc)
- Workflow (are any workflows configured)
- Cache (in which case changes may show up of their own accord after a day or two)
