Profile Picture AND Content

Hi, I have two questions.
First, the profile picture in my profile pages no longer loads, I don't know what happened there. Any possibilities?
Second, on my profile page, I have the general user content, and the I also have page content on the bottom of every profile page that is standard for every user such as some buttons to the website, etc. I would like it so that when they search for other users and view another users profile page that the general content (buttons and such) that show up on the bottom of everyones profile does not show up when looking at other profiles. Does this make sense?
Basically, when looking up other profiles, I don't want the custom blocks I made with buttons to show up unless they are viewing their own profile page. It is shown in the image, basically I don't want the "Have a project button" and such to show up unless they are viewing their own profile. Any suggestions?
