A lot of cost comes from functionality. Slicing up a PSD and putting them in divs isn't difficult, but if there is a lot of javascript and other custom things it will drive the price up.
Post a jpg of the design if in doubt.
Slicing a psd is unnecessary, CSS can do the same for the most part, without all the images. Also there is far to much excess code produced.
To strip out a psd, the obvious parts, then replace other bits with CSS, then convert to HTML5 + CSS3 and then convert to working C5 theme, not a package, would cost about $550.

For a basic design (simple pages with basic content), my prices range from $150 to $500.
For more complex stuff, I would need to see the PSD and get more details about the site and then I offer a quote.
