Question about cache

I'm not sure the clear cache option works properly, everytime I use it and check the cache folder , I can still see files in there ... does clear cache only clears some types of files or is it supposed to clear the whole cache folder (in files / cache right?)

Same problem, clearing cache via dashboard does not remove all files at the cache folder, in some case i remove them manually.
