Registration is enabled, but must be manually approved is NOT working

For setting Registration parameters in the Dashboard, when I set it to "Registration is enabled, but must be manually approved", all registrations are automatically approved. This radio button option is not working, it seems like a glitch, but I don't know how to troubleshoot something like this? Anyone know?
Have you tried clearing your site cache? Sometimes that does the trick.
I did. Unfortunately, that did not work. There are different degrees of clearing the cache. I first did the regular clearing of the cache, then refreshed all tables and blocks, but actions made no difference. Any other ideas? thank you.
