Remove welcome modal in version 7

In an effort to white label a version of Concrete5 I'm working on, I'm trying to disable the welcome modal and any similar pop-ups the client might see. I came across this article:http://www.concrete5.org/documentation/how-tos/developers/white-lab... but this seems to be out of date. I'm using the new version 7 which doesn't seem to have the directory config/site.php
Is there a similar way to do this in the new version of Concrete?
