Render Canonical Only does not force letter case

In the old days pre version 7, if someone typed a url like so:http://www.example.com/Contact it would 301 to the correct url ofhttp://www.example.com/contact avoiding any potential duplicate content issues.
It seems that this is no longer the case with C5, even with render at canonical only checked, the page will render at both URLs. Does anyone have any insight on this?
What would be the best place to force this behavior?
