Responsive Navigation not responding correctly.

I'm having some issues with the way that the navigation is responding in the site. If I decrease the size of my window to a tablet/phone size, the customer login/contact go to the drop down menu properly (however shows two buttons??).

Also the products-services-partners-about-resources navigation doesn't do the same and just overlaps and drops into the green.

Does anyone know how to make the top navigation have one button and the second navigation have the drop down button along with staying on the grey part?
