Scrapbook Permissions

Is there anyway to add an additional personal scrapbook, or set permissions by scrapbook (and to all blocks within that scrapbook)?

I am using Advanced Permissions already, but i don't see a way to set permissions globally by scrapbook. Any ideas via AP or programmatically?

I would really appreciate any help!!
