Search Block not working when not signed in, but working fine when signed in.

As mentioned, the Search block works fine when signed in. When anonymous, it results in nothing.
I can confirm the following:
1.) Cache has been cleared
2.) Site has been indexed
3.) The search block used here is not a Stack (i.e. needing possible approval)
4.) The search block is set to:
- Search within Path: "beneath another page" = /stream
- /stream is where I have the content that I want searched
5.) The search block is set to NOT post to a Results Page elsewhere
6.) The tags block (associated to this page) Is experiencing the same issue, which makes sense.
Any thoughts? Seems like a permissions issue within the settings, but hell if I can find it.
