Search index does not include content from custom layouts (which is most of the site)

Search is not finding words and phrases from content in regions that are part of custom layouts on our site.

According to the documentation at http://www.concrete5.org/documentation/using-concrete5/dashboard/sy... the Search Index page "allows you to turn specifically-named areas on or off when the indexing job runs, effectively including or excluding the content from your site search."
For our site, the indexing method is set to Blacklist and none of the regions are check-marked, so this means all regions on every page should be searched.
I cleared the search index, re-ran the job to index the search engine, but that doesn't help. The only way I can get pages to show up in search results is to add a lot of text to the Description in the page properties, and this works instantly.
Additional testing indicates that (oddly) content created a few years ago in custom layouts does appear to be part of the search index. It is only content from more recently (past six months or so) that isn't making it into the index. Editing the page descriptions for these pages works great, but the page content itself is not indexed.
Could we simply have so many custom layouts and regions that they aren't all being indexed?
What could I be missing?
