Search Results Not Relevant

Hi All,
I have a very text-heavy website (~110,000 words of text) and to navigate it properly, search is critical. The built-in default search functionality does not work well.
For example, I have a page named "promoting applications" but when searching that exact phrase, that page (which is the best result) shows up as the last result.
What I need is a smarter search functionality that makes results higher if the string I'm looking for is in the header of any section of that page, among other improvements.
Does anyone know an add on or other way to get a better search tool that will produce more relevant results?

Apparently this is a tough thing to do. If you check the search bar at the top of this page youll see concrete5.org uses a google search for the heavy lifting.
A quick question - have you run the relevant automated jobs in the dashboard that relate to searching?
