Set a permission for a user

I'm struggling to set a user as an "Approver", someone who can approve and publish pages that are created/edited by other authors.

Can't find such an option anywhere.

Is "Advanced Permissions" an add-on that I need to install? If so, where can I get it please?

it is not an addon, its adding a line to the site.php

remember, once you turn them on you CANT turn them off

And where do I specify the User 'approver'?
In dashboard nothing appears on permissions..

Either from the Dashboard -> Sitemap, click on the page/group and select Set permissions (see screenshot).
Or while editing the page, from the front-end, click Permissions at the top.
