Set FileManager and Block-Type-Permissions programmatically

Hey!
I want to achieve the following:
- Add "Add Block-Type" permission for a user group
- Add certain permissions for a user group (Dashboard>System&Settings>File Manager Permissions)
Can somebody point me out how to do this programmatically?
I digged in some code of the dashboard of c5 core, but it rather confused me.
(Advanced permissions are turned on)
