Set user group permissions to delete block

I have a Webmaster user group created to be able to edit content but not the page design. How do I set this user group to be able to delete content blocks? Is it possible to give them permission to only be able to delete blocks in certain areas and not others?
Currently, only Administrators can see this option. I can't seem to find where that permissions option is located.

Try using 'Advanced Permissions'?

Yes, I have enabled Advanced Permissions.

Have you tried using 'Page Defaults'?
