Setting Block in Block

I think that when I want to realize the flexible layout with the many possiblities to add block later, one of the solutions is to creat custom template for Block.

However, it's not easy for me without PHP Knowledge.

Can you think of creating Block in Block?
If it's possible, I could set css to the Block inside the Block.
