Site Wide Editable Regions Not Changing version (SOLVED)

This is a project for a company i work for
and C5 is not allowing the new edits that have been made
to the Site Wide Editable Regions to be displayed.
I can see it when i am logged in as admin, but i cannot
see them when i log out.
Most Current Stable Release of C5 up to date!
STEPS TAKEN!!
I have approved all current page versions
checked defaults on each page type...they are current
Cleared my cache
restarted my server
cleared cache again
DELETED ALL OLD VERSION on main page... still no change
....Weird thing is... The individule page content gets saved
and published i added anchors to a page just fine... but
GLOABAL ISNT LISTENING!!
Is there a value in the database i can manipulate to force
this change????? IF SO PLEASE HELP ME OUT
Any suggestions would be helpful!! ive been grinding this
for at least 4 hours now...

BUMP! Anyone?
Turns out Some where along the way while editing my site Global Stacks while i was on my home page I didnt end up approving the edits for one page that i made the changes on.
Not approving the page when i edited the global area
ALSO DID NOT APPROVE THE GLOBAL STACK CHANGES
Solved this by going to Each Global Stack and clicking
"Approve" ---> Then clearing Cache
Just FYI for anyone out there who has the same issue!
