Slow time to first byte since site's been moved

Since I have moved a site across from a test domain, the site had a slow "time to first byte".
I have optimised the site as much as possible as you can see from the two links below,

Already tried:
Installed miser
Utilized gzip
Andrews zend cache fix
Cleared cache (files/cache, tmp)
Set up an automated job to clear zend cache,
Turned cache off on the site.
The site performed well before the move (sub 2 seconds) and the hosting provider has'nt changed and the database is on the same server as the core files.
However I've still got a hang that can be anywhere from 4 to 8 seconds before the rest of the sites is retrieved.
Any ideas and further sugggestions would be appreciated,

There have been a number of changes in 5.6.1 that improve your site's performance
