Sophisticated Search Members Function

Hi,
I'm building a site for Doctors in Australia and part of the website is a sophisticated search function where the database is searched per state and country (Aus and NZ) for Doctors or practitioners according to specialities. Then the list displays these members details and contact details etc.
Like this:

I need to develop this site with this functionality but it doesnt come out of the box unfortunately. There are one or two promising Addons but nothing like what the above example offers.
Anybody out there have any suggestions? I don't mind getting quotes for this and building it in.

We have been building this "Data Handler" add-on for a while now but due to other hurries and also not finding another client to pay for its further development has slowed down getting it out to the marketplace.
What it basically offers is a tool with which you can build custom datasets. For these you can set different field types (check the attached images).
After creating the dataset you can control its entries from the dashboard as well. You can even create linkings between different datasets and concrete5 entities (such as files). So for example, if you have a practitioners' search, you would be able to add images to all of the "practitioner" entries. See another screenshot from the managing view attached.
This add-on offers the following blocks to display/search for these entries in the front-end:
- Dataset List Displayer => Display a list of the entries (allow search if you'd like to)
- Dataset Single Displayer => Display single entry from the dataset (e.g. if you link the list entries to a subpage, this can give more detailed info about the entry)
- Dataset Search => Display a search form that would control what entries are shown in the "Dataset List Displayer" block
- Dataset Search Back Link => Offers a link on single entry page back to the listing page so that the URL still keeps the search attributes with it
- Dataset Entry Collect Form => For collecting entries to the datasets from your site
It was first developed for this site in two different contexts:

They wanted a simple way to list/search their entries and so that they can also import values to them from CSV. Also, they wanted to get possibility to add pictures to the second purpose (2.) so we created the linking functionality to concrete5 entities, in this case for files.

Click on the "Pyydä rahoitustarjous" link and you'll get a view of what the "Dataset Entry Collect Form" does.
Does this sound that it might extend to your needs? If yes, are you willing to pay for the extra development effort needed without further obligations (=exclusive right to be the only one that can take advantage of this add-on). Of course, we won't be charging full price for the development if it's also something we get value off.
