stack permissions

So I have a website that is using Stacks and I have checked all the permissions but for my super admin I can see the stack fine but with a normal administrator group, the stack does not show. I have tried manually overriding the permissions in the page, I have tried going to the stack area and overriding the permissions that way but the stack does not show up.
Is there anything else I can do?
I would like to note, this was a recovered backup installation but everything was backuped properly through C5. It installed fine this is the only issue I am having.

Have you approved the edit to the stack?
Yes I have approved the changes on the stack, numerous times. Is there anything else I can do?

This seems like there is a permission missing still. Can you please verify that you have enabled the permissions for the Administrator in the Full Sitemap for the
/Stacks/
/Dashboard/Blocks & Stacks/Stacks/Stack List
And then if you have overridden the Stack Permissions directly that those match the Stack "page" in the Full Sitemap (or revert back to the page's permissions)

So I have checked all the permissions of those areas (full sitemap, stacks, blocks & stacks) and they all seem to have the Administrator group even Guest group the ability to View the block. I even tried to use the Time Setting to see if that needed to be set but that did not work either.
This stack is in the "Other stacks" not in the "Global stacks" but I do not think that is the issue. I cannot figure it out. I am attaching screenshots of those permissions. Please let me know if you seen anything I am missing.

I'm sorry, I don't think I was quite clear about what I meant. When you are in the Full Sitemap there are two areas that you need to check.
Full Sitemap (Show System Pages), there is a "Page" in the Full Sitemap called Stacks, I believe that the Administrator is defaulted to have permissions here, but double check.
Full Sitemap (Show System Pages), expand Dashboard, expand Stacks & Blocks, expand Stacks, check the permissions on Stack List, make sure that the Administrators group has all permissions.
The rest of the permissions look fine, if you have Guest in the View you don't need any other groups because that covers anyone who would access the site.

Ok here are my permissions for both those areas but they stack is still not showing in public view or while logged in with Adminstrator. Concrete5 has very complicated level of permissions.
Are each of the Stacks listed under the Full Sitemap (Show System Pages), Stacks set to inherit their permissions from the Stacks page?
So when I open the Stack permissions the only options I have are:
Inherit the permission of this page
Inherit page type default permissions
I have it set to permission of this page. The Side Nav stack is the one not showing up but that is set to the first one as well, is that what you mean? I apologize, this seems very difficult to me.

I even tried creating a completely new slideshow but it is still not showing up on public view. I am so confused.
Also there is a slideshow I have one the homepage that shows when I am logged in as super admin but logged in as admin or view as guest the slideshow does not show.
