Strange edit blocks

When I edit blocks on my site I get a weird tooltip-type popup which only shows edit and copy to clipboard. see attachment.

Any ideas what has happened to my install?

It looks like you have messed up with the themes css. You cannot write css which breaks the C5 core things. For this you need to maintain the css hierarchy.
