Strict Standards:Error after updating.

Hi,
I have to restore the site from backup, but when I did I found out that there is functionality missing from the dashboard. I can get to dashboard no problem, but when I try to go to system setting i get 404 error.
I tried to replace the concrete core (since I can't update from within dashboard) and run the update script. The script thrower a loads of errors and then when I viewed the page i got loads of errors like:
Strict Standards: Non-static method Loader::helper() should not be called statically, assuming $this from incompatible context in D:\Websites\Duffhouse\concrete\libraries\controller.php on line 47
Did you guys have seen this before?
