Stylesheets and image not rendering

why is this not working? I build my sites identical code-wise each time and have never had this problem.

You probably forgot to remove rel path in config/site.php, and have there 
define('DIR_REL', '/new');

The path to all files is new.stjohnsrotorua.org/new/theme/etc... now, so it's inproper. :)
