I had the same issue before but somehow managed to get it around. You could try this, assume you have checked all permissions to user/group, blocks, pages etc (workflow). I also tried cache clearing (dashboard/manual) but to no avail.

I turned on user profile page, by the user register/log-in in system & setting. I updated the user profile page in pages > single page > profile > included a few blocks like pagelist etc and save the page.

Once I've logged out an entered as new user (I also checked user log-in via e-mail and assign go-to profile page in the user log-in settings) and everything seems to work accordingly.

All of the permissions I've set for a certain user (to a given group of course) worked out from page editing permissions, to adding page etc, blocks permission etc.

I enabled profiles and it's still not working :(
I did what they did in the video adding blocks with permissions on them hiding members page search.

I have allowed subadmins to change themes, and only allowed current them that shows up but still no page types.

is there a section in the system pages that I have to allow?
I have allowed Subadmin to view under dashboard -> Pages & Themes

Have you assigned the pages permission in theme&pages > pagetype > select the page/s (which user can edit/change) > edit > permissions fields?

Try to change 2-3 pagetype default's permissions and see if users can change the page type for the assigned page, when logged in. And also for an existing page > edit > permissions setting > which also have the exact permissions setting as default pagetype.

Pagetype default's changes will occur after you've created a new page with the selected pagetype.
