Theme options

Well i came across this when i was making a theme that has social networking buttons (twitter etc) at the top, the specific code could not be included in a block, so i was thinking, we need Theme options.
When i used to use SMF when you installed a theme, it had an options page, the author of the theme could make as many options as he wanted.
For example, a single theme that has 12 different CSS files, numbered 1-12, with all different colorschemes, the only way currently for the user to change colors is to open the header.php and change the css name. this could be solved by offering a dropdown menu in the theme Options Single Page. along with usernames to link with social networking buttons and any other features.
I think this is a need addition for the core as it would give downloaders easier modification of a theme without f**king it up.
Just want other peoples though on this idea, a theme shouldn't have to make its own single page to configure these options.
