Well, the contacts page on Concrete5's site said post on the forums, so that is what I am doing (I've also asked the dev guys as well).

My company is a small research firm. We want to upgrade our existing static HTML site to one that we can modify much more easily. As we have no need for a blogging platform/forums/multi-media fancyness it seems to me that Concrete5 is the most suitable CMS. We want to use a CMS, since it would allow us non-tech people to add new content easily. To personalise our site, a custom theme is needed, but we have no one on board who can code HTML/PHP/CSS or what is needed to create a theme. I was wondering if any of you guys can create custom themes and would be willing to create one for us (obviously for a fee)?
