Tool 404 Error

Im getting a 404 error on the tools placed in the root of my site. The tools I have in my package work fine, but when it comes to using a tool in the root it will show the tool, but will throw a 404 error too even though it found the file.
How are you accessing the tool and where in the file system did you put it?
I was able to get it to work. Im hosting Concrete in a subdirectory, Im not sure what was going on, but it was a probable with my htaccess and I had to enable multiview
