Toolbar Missing - Add Image - Add file - Insert link etc.

I tried looking but can not find my answer. When editing a page I do not see the toolbar that has "Add Image, Add File, Insert Link to Page, etc." The items in light blue shown in the attached image do not show up on my site. Any help?

In v8 those options have been moved into the image and link dialogs as "Browse Server"
Well of course, don't I feel silly!
I did find that way to do what I needed before spending time trying to get the toolbar working..
