Tools Directory Files

Hi
I have created a single page that uses a tools file to render a jqGrid table. I would do it in the controller but am having trouble with the $grid->setUrl part. Ultimately i will move it to a block when i have time to figure that out.
Anyway, my question is what information should you not put into a tools file or will it not be accessible if you are not logged in anyway?
