Tracked URL versus Link to Image (absolute URL)

When would I use "Tracked URL" respectively "Link to Image"?

I have a hardcoded background image in my css.

Can I use either to get responsive image uploaded by the File Manager?

I couldn't find a clear answer by googeling.
