url links not attaching to image [v5.6.2.1]

Hi,
I've attempted to add an external URL link, to a PNG pic, in the standard WYSIWYG content block [using the "chain" icon] and the URL link will not attach. I have tried both Chrome and IE browsers - no luck!
Any thoughts/suggestions appreciated, thank you.
