Using metadata of html for filter and search

Recently I've posted a question on assigning tags for externally linked html pages.
Since there has been no reply, I've come up with an alternative.

I am going to add tags as metadata in each html.
e.g. <meta name="description" content="testing tag1, testing tag2" />

With this, I'd like to have C5 pick up these tags for filter and search.
Will this work?

Filter by meta tags is not a good idea. You can create a page attributes something called "My Tags". Then add tags by going to page properties Attributes tab.

You will find several page list add-on which will allow you to search or filter by attributes.

Thanks for the reply.
A question. Can I create page attributes for html files created outside C5?
i.e. I am going to add (i.e. link) htmls created by madcap flare as they are, to a menu of my site.

If I can, can you tell me how?

Also, I`ll look for myself for the add-ons but do you have any you`d like to recommend?
