Using the Localscroll plugin

I've seen couple of c5 sites using this jQuery plugin one of which ishttp://www.sixeightmedia.net/
I had a few questions about the use of this plugin in the theme.
1. Would the above mentioned site be using Anchors in their template ?
2.Are these suppose to be different pages and are being called using collection id ?
