Vistor file upload on C5 eCommerce site

On an eCommerce site I'm planning, I want to allow visitors to upload files for me to review. Is there a C5 eCommerce add-on that has this feature?
Ecommerce with the document library could do this
After meeting again with my client, I have an update to the features needed and would like to know if Ecommerce can do this:
o Allow customers to post questions during checkout in addition to attaching files to upload.
o Allow the site owner to login to an admin area, view the uploaded video file and then enter comments or a review and send an email alert to client.
o Allow customers to login to their password-protected account and view all reviews of videos created by the site owner.
o Use PayPal as the payment processor for services.

First, I'm loving Concrete5 and so are my clients. But, I'm a bit cautious about spending a bunch of money for ecommerce and the document library without knowing if the functions I have listed can be achieved with them. And if not where could I find a C5 developer to help me.

Would this actually need to be done as part of the checkout process? Or could the user make their purchase, then login and upload their file? What is the user purchasing?
I know these questions don't directly answer your question, but they will help me understand your situation better and figure out the best solution for you...

Sorry for the delay. McAfee decided to make mail from concrete5 spam and I just found dozens of emails in a hidden spam inbox.
Yes, the upload could happen after the account is paid for. Would that make it do-able in C5 with maybe some tweaks?

The user is purchasing a review of a video file. The video shows the customer on horseback and the site owner is a riding instructor who wants to sell his consulting services online.
no ecommerce and the document library won't do what you're asking out of the box.
given the whole comment admin thing, i'd suggest just building this part by hand.
ecommerce would let you handle the purchase, put a user in a group, and use paypal as a gateway.
you could then have some custom code developed that would work from the profile area to let people manage their submissions..
