VPS Server is being overloaded by PHP requests

Tech support tells me server is running fine and that it is massive amounts of PHP requests using all the server memory...does this make sense. I am running APC for caching PHP.
New site has been working fine for a couple weeks and all of a sudden got "Unable to connect to database. A database error occurred while processing this request." Running the lastest version of C5.
Please Help!
