Web elements wrapping, overlapping

When some of our staff view our website in a window that has been resized so it's smaller than full screen, or have changed their screen resolution, the elements on the page either wrap or overlap. Is there a way to "lock" the site so that the images all appear as designed, no matter what the resolution or viewing device?
I'm using the Hey Designer theme, and the temporary url ishttp://69.195.124.148/~kendalp2/...
Your theme is certainly designed as responsive (the advantage is easier reading and navigation on portable devices. A static theme would likely render your printed content unreadable unless it relied on scrolling)
There are a few options available to you to improve it:
Your logo area in the header works much better with a logo about 50% the width of what you are using (less or no overlap on smaller screen). The theme developer may be able to advise you on customizing the logo block if you need to use your current logo without modification.
The Amazon banner ad should be selected as Responsive instead of 728px wide so it re-sizes as well.
Otherwise, a static theme may be used instead. There are many in the marketplace that would work ( like Nobility ) or even the free default theme, Greek Yogurt, can be modified to look pretty good. If you decide to use a static theme, I'd recommend you also have a separate Mobile-friendly version built as well.

I'm assuming your theme is "responsive" so it displays in a readable fashion on mobile phones, pads etc.
If you find that undesirable, the best solution is to find similar looking theme that is the older non-responsive style.
What theme are you using (and what is your site URL so we can view it to tell if that is the issue)?
