Website not going to mobile menu

Can you check out my sitehttp://www.ncca.coop and on an Ipad or bigger tablet in portrait mode it doesnt go to the menu.. However if you drag the width down on your browser a couple pixels it changes to the mobile menu. Can someone tell me what I'm doing wrong?
I don't think you're doing anything wrong. I could be wrong, but Bootstrap is set up to display the mobile nave at a resolution just smaller than iPad. I checked some of my sites, and no mobile navs appear on iPad portait.
Any idea why then it looks great on Portrait but on landscape it comes up really funky?
One thing I see is an HTML block with 'HTML' inside followed by an iframe?
