What changes cDateModified and <lastmod>?

I'm noticing that cDateModified (in the Collections table) doesn't seem to change every time I save changes/exit edit mode. And since that's what the sitemap.xml <lastmod> tag is generated from, it means my sitemap isn't expressing recent changes.
So when is the cDateModified updated? In testing this I've added a new block and updated an existing block and neither changed the cDateModified.
