What does (ENABLE_DEVELOPER_OPTIONS, true) do?

In base.php?

I haven't tried it, just intrigued. If it can make me into a C5 ninja overnight, will enable ASAP ;-)

The only place I've seen it referenced (so far) is to export the DB Schema through the dashboard. Maybe they're planning more for it in the future?

yep, you are correct, it just mainly hides the db stuff,
