Which block version is active??

I would need to get the bID's of all the blocks that are active (i.e. latest version) for a given page.

I looked in the CollectionVersionBlocks table, but there doesn't seem to be any criterion for determining whether a block is currently displayed, or which is the latest version, etc.

One thing I'm wondering is, how does a c5 page know what block version to display on a page?
