I get this error and then I clear my sites cache and I am good for a litle bit until I get this message again and i clear it and good again.

If you turn on debug output does it tell you which file is causing the error in the Stack Trace? This almost seems like you have an add-on on one of your pages that isn't 8.2.1 approved.
yes I have that one trying to figure it out it is coming from the cache files under applications/files/cache and there is where the files are located that have been the cause once you clear the cache or delete the file it works and the site loads like normal. I have attached the screen shot.
This appears to be caused by an image slider somewhere. Do you have an image slider on your site that is an add-on?
We have a couple of them Whale Elastic Slider, and our theme has Hero Featurette slider and That is the one that is when comes up file already exists it is always one of those files in the Hero slider. We might have to disable that feature and test it.
I would be willing to bet one of those is causing your issue.

It hasn't happened since I removed the Hero Feature Slider but we switched it from our live site to our development site until we resolved a few other issues. So it might have but without testing it on our live site i can's say for sure let me know if it helped you.
