I did do a backup right before. What do I need to do to get it back online? And why did I know this would happen?

I am trying to setup a local copy of C5 using WAMP (for the first time) I've got to the point of install where C5 runs its checks but its telling me that cookies aren't enabled.
Where in WAMP can I configure this to make it work? Any ideas?
