8.2.1 install results in error 403 forbidden

Hi - first try at c5. I would like to use c5 8.2.1 for experiments.
I've unzipped the files into the root dir of a shared hosting provider. I made that folder 777; the files from c5 seem to be 755. I created the db and went through the config pages of the installer including db etc. As soon as I click on "Install concreate5" I get a 403 forbidden page. I've googled this and searched here and don't find much that applies to my situation...which is super basic.
The instructions athttps://documentation.concrete5.org/developers/installation/installa... are pretty straight up...what can the issue be? The hosting firm uses lightspeed not apache but the php requirements page in c5 seemed to be ok with the config.
