8.3.1, 8.2.1, "Page Not Found"

Hi all,
When I login to my site, ki4win.com, I get to the welcome page which gives me a message:
The latest version of concrete5 is 8.3.1. You are currently running concrete5 version 8.2.1.
When I click "Update", I get a "Page not found" error.
Site Ground (My host) claims to have looked into this and determined it's an issue with the way Concrete was setup in their database (their issue), but they won't do anything to fix it.
They also show that i'm currently running 8.3.1, but my site seems to think, and be stuck in, 8.2.1.
I've seen a couple tidbits online that make me believe this is a Concrete5 issue, so i'm here to ask for help.

Looking at the source code of your site, you are running 8.2.1 out of the updates folder and using the 'Neat' theme.
If you want to update to 8.3.1 download it from this site, extract the zip archive and place extracted folder and its contents into the updates folder, then run the upgrade from the dashboard.

Nevermind, I finally got around to accessing the FTP system >:D
OK, all done, and i've got the exact same error, "Page Not Found".

At the bottom of that page do you not see a "Apply Downloaded Update" link?
Nope.
I checked again, just in case I missed it (hey, i'm human! :P), but no such luck.

Any chance this is a .htaccess/pretty-URLs issue?
I don't believe so; when I mouse-over the link to update, it shows the exact same URL as what it's taking me to.
I'm getting the exact same problem.

I'm having the issue again, this time 8.2 -> 8.3.
Last time the issue was caused by my host, something to do with the way they manage the database, and I don't know if it's the same issue or not.

It is possible that you have overridden this in application/config/concrete.php. To check the current version of the core you can check the config/concrete.php in the concrete folder. It is possible that this folder is stored in the update folder.
