ABC Seafood & Dim Sum... WT Heck?

This is the second time this has happened to me. The forst time I thought "hmmm, must be a glitch in the Matrix or something", forgot about it and moved on. When it happens a second time I gotta ask what's going on.
I've installed C5 countless times over the past couple of years. In Cpanel, it's make new database, assign user & permissions to database, upload C5 zip file, unzip, rename resulting folder and then proceed to web address.
However, for whatever reason (remember, this is before adding the database), I get the attached screenshot when I first go there. I click refresh and get the normal screen where you fill in the name, etc.
So, just curious... what gives? Am I the only one seeing this? Should I be seeing a doctor?

I should add, this time I downloaded a fresh copy of 5.4.1.1 when this happened.
Mmm, curiosity got the best of me so I did a bit more digging. This may actually not have anything to do with Concrete5. Turns out that website happens to be on the same server as me, so it's looking like a cache thing. Still weird... but not a C5 issue I don't think.
