Admin / Login no longer working

After mistakenly uninstalling (through simple scripts) a site, I had the entire hosting account restored to 24 hours earlier (prior to the uninstall). The C5 site re-install works. All pages can be viewed. However, login on the administrative page is NOT functional.
NOTE: I have removed username with USER and domain name with DOMAIN

That reads like your install is missing some files, unfortunately.

yes, you can usually override the concrete folder. The core/cms part is in the concrete folder, it's also what you have to override when you're manually upgrading to a newer version of concrete5.
Make a backup, download the zip file matching your version and override "concrete"...
