"already exists" Issues during instalation

I have given up on trying to resolve this issue. I used to use concrete 5 all the time and never had this much trouble getting it installed.
For the last several hours I've been getting an annoying number of "already exists" issues during installation (1062, 1050, etc) stating that information in the database already exists even though the data base has been wiped dozens of times now and this is the third new data base I've tried.
I'm not sure when the standard went from "if (exists) then //do nothing" or "if (exists) then //verify" to "if (exists) then fuck it" but this is very disappointing. I have tried several versions from 5.5.0 to 5.6.2.1 and this issue keeps popping up.
Another annoying issue that happened during installation is that I was installing to a sub folder off the root with a "v" in the folder name. The v kept getting replaced with a "/" and it was preventing me from even starting the installation, I had to use the developer tools in Google Chrome to manually edit the HTMl to get the form to submit to the correct URL just to get to the "already exists" issues to begin with. Eventually, I just renamed the folder cause I was tired of being forced to fix concrete 5's BS.
