Installation Help

"Add Functionality" Tab Gone

When I hit the "Add Functionality" tab the page goes completely empty. No source code. No nothing. I tried to refresh the /install page but it didn't work. I just upgraded to 5.4.1. I'm pretty sure it was working prior to this but I'm not sure. Any thoughts?
